The mermaid & The fisherman
The story
Once upon a time a fisherman and a mermaid fell in love with eachother. They loved eachother so much that their love inspired goodwill, peace, and trade between their people (landfolk and seafolk). Even though the man and the merwoman were from two different worlds, they tried to make their relationship work - not to say that they didn't have complications. The mermaid could not walk on land to be with her love and the fisherman could not swim in the deep or hold his breath for long periods of time. The couple of course attempted to use magical items to aid in their romance, but those items soon became too expensive to use regularly. After while, the mermaid realized that love with a lander was never meant to be, and she retreated to the waters. The fisherman was devastated for a long time. While fishing, his eyes would always gaze over the surface of the water to look for her, but she never returned. One day he was delivered news of his mer love, that she had mated with a merman and started a family. Along with his sorrow, anger and resentment dwelled within him. The fisherman asked a siren friend to turn him into a triton with her sirenium even though he was well aware that he would be risking his life because of the potency of the venom. The gullible siren declined at first and when she realized how much pain he was in, she obliged. The fisherman (now brand new triton) - filled with sorrow and new rage - searched the sea for his long lost love immediately. He found her family and killed her mate. This chain of action was the catalyst that broke the peace between the two worlds. However, the tail of Dwarka runs much deeper than a love story between a mer and a man. It's a love story between the land and the sea...
Hundreds of years ago, the majestic city of Dwarka stood tall, but mysterious tsunamis flooded the city and earthquakes shook the core of the land so much so that the city collapsed into the sea, taking most (if not all) of its inhabitants with it. Some time later, the ruins of Dwarka finally settled and seafolk from afar off heard of the collapse (mainly rogue aquatic elves) and went to investigate. The rogue elves found a dazzling place to start a new life, and began to build on top of and around the ruins. Word got out, and over time aquatic dragons came to aide in the construction of this new underwater city. The sea elves and the sea dragons lived harmoniously together for some time as they enjoyed building their new home. As time passed, Dwarka had become a refuge for the lost souls of the seas and oceans. More and more came to help build this way of life and soon massive and beautiful structures began to form. Within a huge crevasse in the deep, the sirens/tritons, octomer and other deep-loving creatures hustled and bustled about, toyed with magic, and made their own rules and ways of life. In other areas, a large amount of merfolk dwelled and a palace was erected for the royals, among other things. The mers could be seen doing what mers do best, taking care of ocean life and having fun. The elves saw how populated the sea Dwarka had grown and so they decided it was best to not mix in too much with the other aquatic races (mostly the deep-lovers) and built a wall to seperate their region from the others.

Hungry pirates, intrigued seamen, and curious fisherman heard the tales of an island near a collapsed, now underwater city. For a time, the Aquans saw nothing of any land creatures nearby, until the landers came and basically moved into a nearby island. They saw the area was ripe for fishing and treasure hunting so they built their settlement quickly.
As the landers and aquans began to discover eachother, turmoil spread across the islands and seas. Sirens and Tritons took advantage of the opportunity to hunt the land-dwellers and land-dwellers (mainly pirates) sought their fortune in treasures and mermaid tails. Violent battles ensued over territory, glory, and gold between the worlds, but soon after peace was made. A peace treaty was signed in squid ink and the two worlds of land and sea found tranquility again: peacefully trading and living their lives until a curious mermaid and an obsessive fisherman found eachother. The peace between the aquans and the landers has been shaky ever since.

Current Times
Currently, the aquatic people of Central Tides are questionably paying taxes to Central Tides Court and the Central Tides court is secretly paying taxes to a certain community in which they feel they owe. Tensions are medium to high between the three territories of Tel'Aqualonde, Central Tides, and the Depths because the taxing is putting a strain on the latter two territories... among other things. Deepers live by their own code and the connection between landers and aquans is "stable enough".
